As instructed by the Honourable Supreme Court, the Higher Education Commission (HEC) is holding the Special Equivalence Examination for Law Graduates of Foreign Universities (SEE-Law 2023) today. Before taking the Law Graduate Assessment Test (LAW-GAT), which is required to apply to the Bar Council for enrolment as an Advocate, law graduates from international universities or institutions that are recognised by the HEC/PBC must pass the Special Equivalence Examination.
Interested law graduates with degrees from HEC/PBC-recognized international universities/institutions are encouraged to submit applications online. Applicants must have earned a bachelor’s degree or its equivalent from a foreign university or other organisation recognised by HEC or the PBC. On May 28, 2023, there will be a HEC SEE Law Test.
In the following five disciplines, the Special Equivalence Examination (SEE-Law) 2023 will be held:
- Pakistan’s Constitution
- The Quranic Shahadat
- Code of Civil Procedure
- The Particular Relief Act.
- Code of Criminal Procedure
Only multiple choice questions will be used in the test. Probably on May 28, 2023, the test will take place. Any modifications to the test will be announced on www.hec.gov.pk and http://etc.hec.gov.pk.
The Roll Number Slip will be available for download from http://www.hec.gov.pk for applicants who register using the HEC online registration process, and it will also be delivered to their registered email address one week prior to the test date. The enrolled applicants will receive an email or SMS with the date, time, and location of the exam.
While completing the online application form, candidates must supply a working email address or mobile number. On test day, a print of the Roll Number Slip and the original CNIC will be needed to enter the examination centre.
Information about Exam Centres
- The federal and provincial capitals will host the test. From a list provided in the application form, candidates may choose an examination location.
- Once chosen, the test location cannot be modified.
How to Sign Up for the 2023 HEC SEE Law Exam

- To get assistance if you run into any problems while registering online, go to hec.gov.pk, stop by the HEC Secretariat, or get in touch with one of the HEC regional centres.
- The SEE-Law Test will only consider applications that have been SUBMITTED online.
- An online or ATM deposit of Rs. 5000 is required to be made to Account No. 01127900567403, Account Title: Higher Education Commission, Bank: Habib Bank Limited, Branch Code: 0112, for the test fee.
- Visit http://etc.hec.gov.pk to register for the test and download the bank challan form. (The ETC online registration portal is the only place to get a fee challan.)
- When completing the application on the ETC online registration site for application submission, all candidates must attach a paid and scanned fee challan that has been duly stamped by the HBL Branch.
- On the back of the deposit slip, please include your CNIC number.
- The test fee is not refundable and cannot be changed.
- SEE-Law 2022 online registration will end on May 10, 2023
- Additional Conditions/Requirements
- For the Special Equivalence Examination (SEE-Law), a passing grade of 50% is necessary.
- Candidates must also satisfy any additional requirements outlined in the Pakistan Bar Council’s rules and regulations.
- Candidates will have a maximum of three opportunities to pass the test. The examination will be administered by HEC twice a year, in February and August of the following year.
